IFBC and The French Healthcare Association (FHA) partnership agreement in Paris

On Monday, 29th June 2026, the Iraqi-French Business Council (IFBC), led by Mr. ( Adham Al Fakhar – Advisor to the Prime Minister for International Investment Affairs ) held a high-level meeting with the ( French Healthcare Association ) (FHA) at the Maison de l’Amérique Latine in Paris.

The meeting brought together representatives of the Association and a number of its member companies operating across the French healthcare sector.

The meeting was attended by ( Mr. Thaer Wahib Hassan – Chargé d’Affaires of the Embassy of the Republic of Iraq in Paris) , alongside a distinguished delegation of Iraqi business leaders, as well as ( Mr. Pascal Roger – Project Manager at Business France ).

Opening remarks were delivered by ( Mr. Adham Al-Fakhar ) and ( Mr. Jean-Pierre BOFFY – President of the French Healthcare Association ).

The discussion featured contributions from:

• Mr. Ahmed Salman – Legal Advisor to the Council

• Mrs. Zina Yaqoub Youssef – Advisor at the Office of the Prime Minister of Iraq

• Dr. Bashar Neamah – Director General of Sawa Group

• Dr. Hanadi Altawil – Chief Executive Officer of Al-Harithiya Private Hospital

• Eng. Nahla Elias – Honorary Member of the Council

A key outcome of the meeting was the signing of the ( first strategic partnership agreement between the Iraqi-French Business Council and the French Healthcare Association ).
Signed by ( Mr. Adham Al-Fakhar , Dr. Bashar Nemah , and Dr. Hanadi Altawil ) on behalf of IFBC, the agreement aims to promote joint projects, institutional cooperation, and French healthcare investment in Iraq.

Discussions focused on expanding ( Iraqi-French cooperation and joint investment opportunities ) in pharmaceutical manufacturing, hospital management, healthcare systems, and the development of medical cities through collaboration with the ( French Healthcare Association ) and its specialized member companies.

The meeting reflects IFBC’s continued commitment to fostering strategic partnerships with leading French institutions to support the modernization and sustainable development of Iraq’s healthcare sector.
